Ingredients
For the Vegetable Base
5 potatoes, peeled and thinly sliced
1 medium onion, sliced
1 red bell pepper, sliced into strips
3-4tbsp olive oil (or sunflower oil)
1tbsp tomato paste
2 garlic cloves, crushed
Salt, to taste
Black pepper, to taste
Sweet paprika, to taste
Oregano, to taste
A little water
For the Fish
Fish fillets or whole fish (fresh or frozen)
Salt, to taste
Black pepper, to taste
Sweet paprika, to taste
A drizzle of oil
For Serving
Garlic sauce (mujdei)
Instructions

Prepare the Vegetables
Wash, peel, and thinly slice the potatoes.
Slice the onion and separate the layers with your fingers.
Remove the seeds from the bell pepper and cut it into strips.

Make the Seasoning Paste
In a baking tray, combine:
Olive oil
Tomato paste
Crushed garlic
Salt
Black pepper
Sweet paprika
Oregano
A splash of water
Mix well until a loose paste forms.

Coat the Vegetables
Add the potatoes, onion, and bell pepper to the tray.
Mix thoroughly with your hands until all the vegetables are evenly coated with the seasoning mixture.

Partially Bake the Vegetables
Cover the tray with baking paper.
Bake in a preheated oven at 200°C (390°F) for about 20 minutes.

Prepare the Fish
Remove the tray from the oven and uncover it.
Place the fish on top of the partially cooked vegetables.
Season with salt, black pepper, and sweet paprika.
Drizzle lightly with oil.

Finish Baking
Return the tray to the oven.
Bake for another 20 minutes, or until the fish is fully cooked and the vegetables are tender and lightly browned.

Prepare the Garlic Sauce
While the fish bakes, prepare a simple garlic sauce (mujdei) using garlic, salt, water, and a little oil if desired.
