Prepare the Filling
- Heat a little olive oil in a pan and add 2 large chopped onions. Cook until softened.
- Add 3 chopped cloves of garlic, 1 bay leaf, and 1 clove of thyme. Fry them together for a couple of minutes.
- Grate 3 carrots and 1 piece of celery, and add them to the pan with the onions and garlic. Cook until softened.
- Add 1 chopped capia pepper and cook for a few more minutes.
- Stir in half a can of rice and fry it for about 2-3 minutes.
- Add 100 ml of broth and season with salt. Cook for another 2-3 minutes.
- Remove from heat and add black pepper and a handful of chopped green parsley (or dried parsley).

Prepare the Peppers
- Wash and clean 6-8 bell peppers, cutting off the tops and removing the seeds.
- Carefully stuff the peppers with the prepared filling, making sure not to overfill them.

Fry the Stuffed Peppers
- Heat a little olive oil in a pan and lightly fry the stuffed peppers on all sides to give them a nice color and taste.

Prepare the Sauce
- In a separate bowl, combine 300 ml of tomato juice, 2 teaspoons of sugar, salt, pepper, and 1 cup of water. Stir to combine.

Cook the Peppers
- Place a few slices of celery at the bottom of a pot to prevent sticking.
- Arrange the stuffed peppers in the pot and pour the prepared sauce over them.
- Cover and let the peppers simmer for about 1 hour, until fully cooked and tender.
