Prepare Vegetables:
- Chop the onion into small pieces.
- Dice the celery stalks and bell peppers.
- Peel and dice 2 carrots, and grate the remaining carrot.

Fry Vegetables:
- Heat a little oil in a saucepan.
- Fry the chopped onion for 2 minutes.
- Add diced carrots, peppers, and celery, and fry for another 2-3 minutes.

Prepare Cauliflower:
- Wash and clean the cauliflower thoroughly.
- Break it into smaller florets and set aside.

Cook Soup:
- Once the vegetables are fried, pour in about 2-3 liters of water.
- Add the cauliflower florets to the pot.
- Season with salt to taste.
- Allow everything to come to a boil and then simmer until vegetables are tender.

Prepare Soup Mixture:
- In a separate bowl, pour about 150 ml of fasting cream.
- Gradually add some hot soup to the cream to temper it.
- Once tempered, pour the cream mixture into the soup.
Optionally, add borscht for additional flavor (if desired). Allow the soup to come to a boil once again. -
For serve:
- Ladle the hot soup into bowls.
- Garnish with black pepper and optionally, hot pepper for extra heat.
