Preparing the Mashed Potatoes
- Place the potatoes in a saucepan, cover them with water, and add salt.
- Boil until soft, then drain.
- Mash the potatoes and mix in butter, milk, cheddar cheese, salt, and black pepper until smooth.

Cooking the Meat and Vegetables
- In a well-heated pan, add 3 tbsp of oil.
- Sauté the chopped onion, green onion, and garlic for a few minutes.
- Add carrots, zucchini, red pepper, and celery. Cook for a few more minutes.
- Stir in the minced meat and cook until browned.
- Season with salt and add tomato paste, meat broth, and thyme.
- Optionally, pour in a little wine for extra flavor.
- Simmer until the sauce reduces and thickens.

Baking
- Preheat the oven to 200°C (392°F).
- Transfer the cooked meat mixture to a baking dish.
- Spread the mashed potatoes evenly over the top.
- Bake for 30 minutes until golden brown.
